Objective

The objective of the Gironde case study is to assess the systemic impacts of transport and urban planning policies on mobility, land use, energy consumption and greenhouse gas emissions. Building on the MUST-B/Quetzal modelling framework, the study will explore how different measures, such as Low Emission Zones, changes in transport supply and land-use policies, may affect household and firm location choices, travel behaviour and, more broadly, the spatial organisation of the territory. The objective is to provide decision-makers with a simulation-based tool to compare alternative decarbonisation strategies and anticipate their environmental, economic and social consequences.

Methods

The Gironde case study is based on an integrated LUTI (Land Use and Transport Interaction) modelling approach, allowing land-use and transport dynamics, as well as their interactions, to be represented jointly. For the land-use component, the case study relies on MUST-B, a multi-agent model developed by the University of Bordeaux team. MUST-B is used in particular to represent household and firm location choices and to analyse their interactions with accessibility and transport networks. For the transport component, the model relies on Quetzal, an open-source library developed by SYSTRA. Quetzal makes it possible to model transport supply and demand within a multimodal framework and serves as the main component used to represent the functioning of the transport system. The methodological challenge of the case study is to articulate these two components in order to build a consistent LUTI framework capable of simulating interactions between location dynamics, accessibility and transport network performance. This approach will then be used to test different public policy scenarios and analyse their impacts at the territorial scale.
